The World Wind Energy Association (WWEA) has presented the main elements of its forthcoming Community Engagement Guidelines, which will be published in full during the 22nd World Wind Energy Conference (WWEC2025) in Shantou, China, from 3–5 December 2025. The guidelines are intended to set global standards for community participation in wind power projects.
They build on the work of the WWEA Community Engagement Council, established in 2024, and are based on principles including transparency, early and continuous engagement, inclusivity and gender equality, respect for local contexts, fair benefit-sharing, grievance mechanisms, and accountability. Engagement is recommended throughout the full project lifecycle, from planning to decommissioning.
The guidelines place particular emphasis on benefit-sharing mechanisms such as job creation, co-ownership, full ownership and reduced electricity tariffs. They also cover specific requirements for offshore wind and grievance redress processes.
As of September 2025, members of the WWEA Community Engagement Council are: Enercon (Germany), Eolica (Brazil), EVK (Germany), HellwegWind (Germany), Renewable Resources (Pakistan), Windey (China), Windpark Druiberg (Germany), and Windplus (India).
