The Tokyo Metropolitan Government is progressing plans to develop a large-scale floating offshore wind project near the Izu Islands, with a target capacity of around 1 GW. The project forms part of the government’s wider policy framework for the development of Tokyo’s remote islands and is intended to support regional energy supply as well as decarbonisation objectives.
As part of the next phase, the Tokyo Metropolitan Government will begin seabed surveys from April 2026 to assess site conditions and support future project development The survey programme also aims to address technical and commercial uncertainties that have previously limited offshore wind deployment in the area.
The planned floating wind farm is expected to supply electricity to both the Izu island chain and mainland Tokyo. Current planning assumptions indicate a potential commissioning timeframe around fiscal 2035.
The initiative reflects the need for floating technology in Japan, where deep coastal waters limit the deployment of fixed-bottom offshore wind.
