Empire Offshore Wind, a subsidiary of Equinor, has resumed construction of its offshore wind project following the lifting of a stop work order issued by the Bureau of Ocean Energy Management (BOEM) on 16 April 2025. The order was lifted after discussions with federal, state, and city authorities.
Empire Wind will now work to resume planned offshore installation activities within the 2025 construction window, targeting commercial operation in 2027. An updated assessment of project economics is expected in the second quarter of this year. Empire will coordinate with suppliers and regulators to minimise delays caused by the suspension.
The lease for the project area on the outer continental shelf off the coast of New York was granted in 2017. Following an environmental review, the project received federal approval in early 2024 and construction began soon after. Financing was secured later that year, and the project is currently over 30% complete.
