Metsähallitus has appointed Arenso to provide technical planning for the environmental impact assessment (EIA) programme phase of the Ebba offshore wind project in the Bay of Bothnia, Finland. The company will deliver early-stage technical design to support the EIA process, including assessment of turbine placement and marine infrastructure. Work will begin in autumn 2025.
The project area, located off the coast of Pyhäjoki and Raahe, is state-owned and designated for wind power development in Finland’s Maritime Spatial Plan and the draft North Ostrobothnia energy and climate regional land use plan. Ebba is expected to have a capacity of around 1,400 MW, with electricity production scheduled to start in the 2030s. The project forms part of Metsähallitus’ wider offshore wind development portfolio in Finnish territorial waters.
