Hydro-Québec has launched a new call for tenders for wind energy procurement, with updated criteria aimed at increasing economic benefits within Québec and improving project integration into local environments. The tender targets between 5 and 10 TWh of generation, equivalent to around 1,500 to 3,000 MW of installed capacity, depending on bid competitiveness and levels of social acceptability.
Bidders are required to demonstrate strong local content, including economic benefits, in-province investment and the use of Québec-based wind industry expertise.
Social acceptability remains a central requirement. Priority will be given to projects developed in partnership with First Nations and host communities, with evidence of municipal support and effective integration into local surroundings. Developers must carry out public consultations before submitting bids and show how feedback has been addressed. In addition to agreements with landowners, projects will also be required to provide annual financial contributions to local authorities.
The procurement will be conducted in three rounds, allowing additional time for consultation and project development aligned with local conditions. Selected projects are expected to be commissioned between 2031 and 2038. The submission deadline for the first round is 26 February 2027.
