The Lithuanian Government has relaunched the tender for the development of a second offshore wind farm with a planned capacity of 700 MW. The process is being overseen by the National Energy Regulatory Council (NERC).
Revised terms include a new procedure for calculating the transaction price and development fee offered by the winning bidder. The transaction price will now be indexed to inflation and changes in the average annual electricity price on the Lithuanian exchange for eight years following the confirmation of the tender winner.
Consumer contributions to the project will only begin once electricity generation starts, expected around 2033. The updated conditions also remove the priority right for offshore wind farms to transmit electricity over onshore wind and solar installations, establishing equal access to the transmission network for all renewable sources.
In addition, income tax paid by the successful bidder will be allocated to public interest services.
Participant registration and submission of documents will remain open until 8 September. The tender will be considered valid if at least two participants submit proposals.
