Poland has confirmed the launch of its first auction to support offshore wind development, scheduled for 17 December 2025. The auction, with contracts available for projects totalling 4 GW of capacity, will award 25-year contracts for difference (CfD) to successful bidders, providing a guaranteed price to cover negative market balances and reduce revenue uncertainty.

Projects will be selected based on the lowest electricity price offered, provided that it does not exceed the maximum set by the Ministry of Climate and Environment. Depending on the farm’s location, the ceiling price will range from PLN 485.71 to PLN 512.32 per megawatt-hour. The support scheme will be funded via the renewable energy fee collected by the transmission system operator.

Winning developers will have seven years from the conclusion of the auction to begin electricity generation. To qualify, applicants must be certified by the President of the Energy Regulatory Office. Certification requires meeting several conditions, including:

  • a confirmed grid connection agreement
  • a detailed financial construction schedule
  • a supply chain plan for materials and services
  • a valid environmental permit for the investment

At least three eligible participants and valid bids are required for the auction to proceed and be resolved. If this condition is not met in 2025, the government has made provisions to hold a back-up intervention auction in 2026.
