Malta is progressing with its first offshore wind tender, receiving three initial bids from prospective developers. The wind farm will be located in Malta’s Exclusive Economic Zone, beyond its territorial waters.
The tender began with a public call for pre-qualification, inviting developers to participate in a project expected to deliver between 280 MW and 320 MW of capacity. The bidding process involves several stages, beginning with a pre-qualification questionnaire. Shortlisted applicants will advance to a competitive dialogue phase, during which they will submit initial proposals. This will be followed by the Best and Final Offer stage, where detailed technical and financial proposals will be evaluated.
The scope of the project includes the full life cycle of the wind farm, from design and construction through to operation, maintenance, and eventual decommissioning. It also covers the operation and maintenance of an offshore substation and an export cable system, which will be owned by the Maltese government.
Three entities submitted bids during the initial phase: the Code Zero Consortium, the Atlas Med Wind consortium, and McKedrick from Greece. Their proposals will be assessed as part of the pre-qualification stage before moving to the next phase of the process.
