The Canada-Nova Scotia Offshore Energy Regulator (CNSOER) has completed the prequalification process for its NS25-1R offshore wind programme, identifying companies eligible to participate in a future offshore wind Call for Bids. The 90-day prequalification process ran from 16 October 2025 to 13 January 2026. Following the assessment of all applications, applicants were notified of the outcome.
Only prequalified companies will be eligible to submit bids when the next offshore wind Call for Bids is launched, subject to approval by the federal and provincial ministers. The CNSOER has not announced a timetable for the bidding round.
Companies were assessed against financial, technical, legal and social criteria. Participation in the published list of successful applicants was voluntary, and the CNSOER said it will not disclose the total number of prequalified companies or the identities of unsuccessful applicants.
The following companies and consortia have consented to publication of their prequalified status:
- DEME Concessions Wind
- DP Energy Canada, Enterprize Energy Atlantic, Nova East Wind and SBM Renewables Holding
- Hanwha Ocean and Q ENERGY France
- Jan De Nul
- Ming Yang Smart Energy Group
- Northland Power
- Simply Blue Energy (OSW)
The CNSOER noted that the composition of prequalified consortia may change before the Call for Bids, provided that at least one member meeting the financial and technical qualification requirements remains within each group.
