Taiwan’s Ministry of Economic Affairs has presented the draft selection mechanism for phase 3 of the offshore wind block development programme. The government plans to release 3.6 GW of offshore wind capacity, with projects scheduled to connect to the grid between 2030 and 2031. The final selection rules are expected to be formally announced in the first quarter of 2026.

Developer selection will be based on execution capability, with a minimum qualifying score of 70 out of 100 points. The assessment will cover developer track record, financial strength and project execution capability, including environmental, social and governance planning. The maximum capacity allocation per developer has been set at 1 GW.

New incentives have been introduced to encourage early completion. Projects that achieve early grid connection or deliver defined local industry benefits may receive extensions to the standard 20-year electricity sales period. Electricity sales will continue to rely mainly on corporate power purchase agreements, with a minimum purchase price mechanism added for surplus green electricity, capped at Taipower’s avoided cost.

Developers raised concerns about whether projects connecting in 2030 to 2031 will be able to meet strong domestic demand for renewable electricity before 2030, particularly from energy-intensive industries. The industry generally welcomed the inclusion of environmental, social and governance criteria but called for clear and transparent implementation rules. The Ministry has invited feedback on the draft by 19 January.
