RWE has secured a contract under Australia’s Capacity Investment Scheme (CIS) Tender 7 for its 1.1 GW Theodore onshore wind project in Central Queensland. The CIS contract provides a revenue floor and ceiling mechanism for the project.
Total investment in the Theodore Wind Farm is estimated at AU$3 billion. The proposed project is located around 22 kilometres east of Theodore, 50 kilometres south-west of Biloela and 150 kilometres south-west of Gladstone in the Banana Shire Local Government Area. The development is planned to include up to 170 wind turbines and a battery energy storage system. According to RWE, the project is expected to generate enough electricity to supply around 500,000 homes in Queensland. Theodore Wind Farm received state development approval in June 2025 and is progressing through the federal Environment Protection and Biodiversity Conservation approval process. Construction is expected to begin later this year, subject to federal approvals and final investment decision. The construction phase is expected to last up to four years and employ up to 500 workers during peak activity periods.
