TGS 4C report highlights slowdown in global offshore wind activity during 2025

Stalled site auctions, delayed final investment decisions and cancelled offtake contracts continued to weigh on the global offshore wind industry in 2025, according to the latest Global Market Overview report by wind market research and intelligence provider TGS 4C. The analysis shows that long-term expectations have been revised downwards. Forecast global offshore wind installed capacity for 2030 has been reduced by 28% year on year. Expected capacity outside China has fallen from 192 GW to 121 GW. Europe and the Asia-Pacific region are both affected, with forecast reductions of 21% and 31% respectively, indicating a broad-based slowdown rather than isolated regional weakness.
RWE sells 350 MW Baltic II offshore wind development to PGE in Poland

RWE has signed an agreement with PGE for the sale of the Baltic II offshore wind development project in the Polish Baltic Sea. The project has a planned capacity of 350 MW and is located around 50 kilometres north of the coastal town of Ustka.
Orlen Baltic East offshore wind project wins polish auction and secures CfD support

Erste Group Bank and European Investment Bank support wind energy investment across the European Union

Erste Group Bank has signed a guarantee framework agreement with the European Investment Bank to support increased investment in wind energy projects across the European Union. Under the agreement, a 200 million euro framework is put in place as part of an 8 billion euro European Union-wide guarantee programme aimed at strengthening the competitiveness of European wind turbine manufacturers.
Ecowende tests low-noise monopile installation methods at Dutch offshore wind farm

Ecowende is testing alternative monopile installation methods at its offshore wind farm in the Dutch North Sea, working with CAPE Holland and GBM Works. The trials focus on vibro-based techniques intended to reduce underwater noise during the installation of large-diameter monopiles. As offshore wind turbines increase in size, monopiles have become larger and heavier, increasing the underwater noise associated with conventional impact pile driving. Such noise can affect marine mammals, including harbour porpoises, even where mitigation measures are applied. The project is assessing whether vibro-based installation methods can reduce these effects while remaining technically viable in dense seabed conditions.

Sif reports monopile production ramp-up at Maasvlakte 2 facility in Rotterdam

Sif has reached a key production milestone at its Maasvlakte 2 manufacturing facility in Rotterdam, achieving an output of four offshore wind monopiles per week in December 2025. The reference rate is based on an annual target of 200 monopiles, each weighing around 2,500 tonnes, once the facility is fully operational. The milestone follows equipment upgrades and process stabilisation carried out in line with the plan announced in August 2025.
