The project is planned on private and state-owned land in north-western Laramie County, west of Interstate 25. Construction is expected to start by the fourth quarter of 2027 and the project is planned to be completed in two phases, comprising 400 MW and 250 MW.
Both phases are expected to be operational by the end of 2029. Construction is expected to employ an average of 131 workers per month over 24 months, with the workforce forecast to peak at 305 workers in the third quarter of 2028.
