The Spanish Wind Energy Association (AEE) and the Offshore Wind Forum are urging the government to publish the long-delayed ministerial order needed to launch Spain’s first offshore wind auction and to set a clear regulatory roadmap. Spain risks losing investment, industrial opportunities, and up to 7,500 jobs to countries like Portugal, France and Morocco, which are advancing their offshore wind sectors. Despite having strong industrial capacity, suitable zones, and infrastructure, Spain has seen no progress since Royal Decree 962/2024 was passed nearly a year ago.
AEE highlights the need to begin with a pilot auction in the Canary Islands, citing favourable wind conditions, high electricity costs, and strong regional support. Mainland auctions should follow to ensure balanced national development.
Delays in funding from the Institute for the Diversification and Saving of Energy (IDAE) for port upgrades in locations such as A Coruña, Castellón and Tarragona must also be resolved to support the floating wind supply chain.
Spain’s 2030 offshore wind target is 3 GW, but without immediate action, the country risks falling behind global leaders and becoming dependent on foreign technology.
