Haskoning has signed a contract with the Investment and Development Agency of Latvia to carry out the design phase of the ELWIND offshore wind project over the next three years. ELWIND is a joint state-led offshore wind initiative by Estonia and Latvia, involving the development of two wind farms in the Baltic Sea.
Haskoning will prepare the general concept for both sites and develop this into an integrated technical design for the overall project. The scope includes layout optimisation, transmission grid studies and the integration of site investigation data and environmental assessments. Haskoning will work with subconsultant Empire Engineering, which will be responsible for turbine foundation design.
Haskoning has previously supported ELWIND during earlier development stages, including the execution of a cable study.
