The New Jersey Board of Public Utilities (NJ BPU) has moved to terminate the State Agreement Approach (SAA) it established with PJM Interconnection in 2021. The SAA was designed as a competitive process to support more efficient offshore wind transmission development, including planned offshore wind transmission lines and a single point of interconnection to the grid at the Larrabee Collector Station.
It was intended to reduce costs and deliver savings to ratepayers through coordinated infrastructure planning. The decision to terminate the agreement follows the absence of viable offshore wind projects to connect to the planned infrastructure under the current framework.
