Rhode Island Energy, operating as the Narragansett Electric Company, has partnered with the Rhode Island Office of Energy Resources and the Rhode Island Division of Public Utilities and Carriers to announce a Request for Proposals (RFP) pertaining to offshore wind energy projects.

This RFP seeks proposals for long-term contracts, encompassing both energy and Renewable Energy Certificates (RECs), derived from newly developed offshore wind energy sources. The contracted durations must extend for a minimum of 15 years and should not exceed 20 years for compliant bids. While bidders are obliged to submit at least one conforming proposal in response to this solicitation, non-conforming proposals may extend to long-term contract durations of up to 30 years.

Each eligible bidder is required to submit a proposal with a capacity of at least 300 MW, and not exceeding approximately 1,200 MW. Additionally, eligible bidders are encouraged to offer various project sizes and indicate their flexibility to accommodate potential adjustments if conditionally accepted as part of a bid portfolio or for other reasons. The deadline for submitting bid proposals is January 31, 2024, with the conditional selection of bid(s) expected to be announced by June 28, 2024.
