The Global Wind Energy Council (GWEC) and the Japan Wind Power Association (JWPA) have announced that they have formed a joint Japan Offshore Wind Task Force to drive offshore wind growth in Japan. As of December 2019, Japan has 65.6MW of offshore wind capacity, including five floating turbines totalling 19MW. However, the full scale of Japan’s offshore wind potential has yet to be unlocked due to regulatory and industrial bottlenecks, both of which this Task Force aims to address.

GWEC Market Intelligence interviewed six Chinese turbine OEMs (which collectively held more than 75 per cent of Chinese market share in 2018), one foreign turbine OEM, one utility, one stock listed IPP, five component suppliers and one material supplier based in China. Following these discussions, we can conclude that the virus will impact supply chain and installation operations – however, the slowdown will not be as significant as reported by some industry observers (for example predicting a halving of China’s installations in 2020).

The operations and maintenance market in the wind energy sector will likely see cost increases through the next 5 – 7 years as full wrap service contacts become more common, and more lucrative for wind turbine OEMs according to IntelStor. Since 2010, the average cost of a maintenance contract has increased 20.9%, driven by higher than expected maintenance costs for ageing assets, along with a more robust scope of service.
